C’est le 2 avril que s’est conclue la longue (dix-huit mois !) marche pour la paix diplomatique entre les grandes puissances et l’Iran (English follows). Voici ce que les Artistes pour la Paix ont écrit sur cette improbable entente, survenue après en fait douze ans de tractations, conclues par un dernier marathon « historique » de huit jours et huit nuits à Lausanne. Les quatre paragraphes de la lettre font l’objet d’une analyse par leur auteur ci-après : 1-    Nous saluons en tout premier lieu le courage du président Hassan Rohani d’Iran, un pays où les horribles Gardes Révolutionnaires ayant encore l’oreille du guide suprême, l’Ayatollah Ali Khamenei, peuvent à tout moment décider que son action est traîtresse à son pays, en l’interprétant comme une volonté de les priver de l’arme suprême atomique (même si dans les faits, tous les Ayatollahs ont proclamé l’indécence morale de cette arme). Les concerts de klaxons à Téhéran montrent bien de quel côté se range la population, excédée par le militarisme ambiant. Le courage du président Barrack Obama et de son dévoué envoyé John Kerry n’est pas moins à souligner, n’en déplaise aux dogmatiques anti-impérialistes, car il a choisi d’aller à l’encontre des vœux

  • de l’Arabie Saoudite, dont l’agressivité se démontre depuis onze jours dans sa guerre au Yémen et auparavant par ses fournitures d’armes aux Taliban en Afghanistan et au Pakistan et par sa doctrine enflammant la rigueur sunnite fanatique de l’Armée islamiste en Syrie et en Irak, en prêchant la forme la plus intolérante musulmane du wahhabisme
  • du complexe militaro-industriel américain et canadien (en lire un bref aperçu dans notre article http://artistespourlapaix.org/?p=4994)
  • du premier ministre israélien Benyamin Nétanyahou, qui a fait de sa haine de l’Iran l’essentiel de ses discours électoralistes semés jusqu’à Washington au Congrès, où il fut indécemment ovationné par les Républicains.

2-    On me permettra à titre de membre exécutif de Pugwash et du Réseau canadien pour l’abolition de l’arme nucléaire d’avoir reproduit deux citations de nos dirigeants Paolo Cotta-Ramusino et Douglas Roche (on les retrouvera au complet dans la version anglaise de cet article en supplément).

3-    L’aspect le plus choquant de notre lettre se trouve dans l’appréciation du travail de Vladimir Poutine. Sans oublier les dérives autoritaires de sa présidence, ni les rumeurs d’assassinat d’opposants et de journalistes, ni son alliance homophobe avec l’église orthodoxe, ni la présence de l’armée russe en Ukraine de l’Est, nous devons souligner le rôle que la Russie a joué dans l’entente Iran/P5=1, en particulier le ministre des Affaires étrangères Sergueï Lavrov. Évoquons aussi le rôle positif de la Russie qui a évité le bombardement de la Syrie, en proposant plutôt avec le Secrétaire général de l’ONU, l’anéantissement des armes chimiques d’Assad (on se souviendra aussi du rôle crucial joué par le Parlement britannique qui avait désavoué le premier ministre conservateur Cameron, partisan du bombardement).

Et tout cela survenait il y a dix-neuf mois à peine, alors que nos médias occidentaux unanimement pro-bombardements n’avaient jamais entendu parler de l’ISIS-Daech-armée islamique qui en aurait profité! Nous avions alors organisé le 3 décembre à l’intention des médias à Montréal la conférence de presse de Mère Agnès-Mariam de la Croix, infatigable instigatrice de médiations en pleine guerre civile dénonçant avec un courage inouï aux côtés de Mairead Maguire, prix Nobel de la Paix irlandaise, les milliers de mercenaires djihadistes venus des pays occidentaux empoisonnant cette guerre (lire http://artistespourlapaix.org/?p=3721 ). Nous remercions encore Azeb Wolde-Gheorghis de RDI et François Bugingo de TVA qui représentèrent des exceptions à l’unanimisme désolant des médias. Notre mention des discussions quinquennales qui seront difficiles au Traité de non-prolifération nucléaire à New York (ONU) le 23 avril prochain est motivée par la donne exceptionnelle des réunions www.ICANW.org successives à Oslo, Nayarit et à Vienne, il y a quatre mois, et de l’action en justice internationale entreprise par les îles Marshall: le P5 sera en conséquence à bon droit harcelé sur son inaction à produire les résultats escomptés pour la réalisation de leur désarmement.

Si les optimistes saluent la réduction des bombes nucléaires opérationnelles à 16 300, les réalistes déplorent les sommes budgetées pour leur rénovation, que seules la Chine et l’Inde aient officiellement renoncé à « une première utilisation », qu’au moins 1500 armes soient en état d’alerte maximale, prêtes à un déclenchement si rapide que leurs détenteurs n’auraient pas le temps de vérifier si l’alerte donnée provient d’un faux signal ou d’un malfonctionnement électronique.

Enfin, ma mention du pape François a été confirmée par son prêche pascal « relevant comme seul motif d' »espérance » [dans le contexte des massacres en Afrique et au Moyen-Orient], l’accord-cadre conclu le 2 avril à Lausanne entre l’Iran et les grandes puissances sur son programme nucléaire, souhaitant que cet accord soit un pas définitif vers un monde plus sûr et fraternel ».

4-    Enfin, si nous taisons les rôles plutôt négatifs de la France et de la Grande-Bretagne dans cette improbable entente, nous louons avec force le rôle constructif +1 de l’Allemagne et de sa chancelière Angela Merkel. À peine de retour de ses expéditions pour la paix qu’elle a conduites jusqu’auprès de Stephen Harper pour l’empêcher de bombarder avec l’OTAN l’Ukraine de l’Est, elle a encore mis son incroyable énergie au service de la paix dans la conclusion de cette entente.

Si le dernier paragraphe de ma lettre ne reflète pas la position officielle de Pugwash – neutre par rapport à l’énergie civile nucléaire-, j’éprouve néanmoins le besoin de rappeler qu’avec quatre autres collègues, je représentais le Canada à la 59e Conférence internationale Pugwash à Berlin le 1er juillet 2011, alors que le Bundesregierung votait en faveur du retrait de l’Allemagne de l’énergie nucléaire. J’avais eu alors l’audace de convaincre un ex numéro 1 du Mossad de discuter avec l’ambassadeur iranien à l’Agence internationale d’énergie atomique. Notre conférence s’était conclue sur une présentation éloquente par un savant japonais des problèmes considérables à Fukushima, un trimestre à peine après la dévastation de sa centrale nucléaire par un tsunami.

Enfin, le rayonnement promis de notre lettre favorisé par diverses organisations tels les Ami-Es du Monde Diplomatique, m’a incité à y insérer une publicité favorable pour le Symposium international sur l’uranium à Québec à partir du 14 avril prochain où des collègues de Pugwash, tels le mathématicien Gordon Edwards et le professeur de l’Université Laval Michel Duguay, feront d’importantes présentations (voir http://www.uranium2015.org/).

Dernier point mais non le moindre: ayant envoyé à Mairead Maguire (irlandaise à qui on a accordé le Prix Nobel de la Paix en 1976) notre opinion à propos de l’accord Iran/P5+1, voici ce qu’elle nous a répondu: Cher Pierre, merci pour cet envoi qui nous donne espoir en nos efforts de débarrasser le monde des armes nucléaires et de la guerre, car c’est un pas concret important de plus en vue d’accéder à la vision de la paix et du désarmement. The first photo by Ebrahim Noroozi (Associated Press) shows how receptive the Teheran population was to the agreement, with rejoicing scenes in the streets by its inhabitants, hoping to see the lifting of international economic sanctions against their country.

The 2nd of April marked the conclusion of eighteen months of diplomatic negotiations between the great powers and Iran. Here’s what the Artists for Peace (Artistes pour la Paix) have written about this unlikely agreement reached after twelve years of bargainings, concluded by a final historical marathon lasting an eight days and eight nights in Lausanne.

The four paragraphs of the above letter are now the subjects of the following analysis: 1-      First we salute the courage by Iranian president Hassan Rohani, facing the Revolutionary guards still hanging around the supreme guide, Ayatollah Ali Khamenei, who can at any moment decide that his diplomatic bargainings represent a betrayal of Iran by depriving the country of the supreme weapon (despite all the successive moral pronouncements by Ayatollahs against nuclear weapons). The rejoicing scenes in the streets by Teheran inhabitants, tired of the international economic sanctions against their country, shows on which side the population is ranking, far from the Revolutionary guides’ militarism. On the other hand, to the risk of facing reprobation by dogmatic anti-imperialists, we are congratulating U.S. president Barrack Obama and his envoy John Kerry for their courage in choosing to go against the will of:

  • Saudi Arabia, which demonstrates its aggressiveness in its eleven days’ war in Yemen, after having armed the Taliban in Afghanistan and Pakistan, having fueled Al-Qeida flames with the Ben-Laden family money and of course ISIS fanatism with their rigorous Wahhabis rhetorics
  • the American and Canadian military-industrial complex (read our article on http://artistespourlapaix.org/?p=4994)
  • Israelian prime minister Benyamin Netanyahu whose electioneering speeches carried his heinous anti-Iranian convictions to the Washington Congress, where he received several standing ovations by the saber rattling Republicans

2-      As an executive member of the Pugwash Canada executive, one will allow me to reproduce a statement by our Secretary general Paolo Cotta-Ramusino:

STATEMENT ON THE IRAN NUCLEAR TALKS
The significant progress announced in the Iran nuclear talks in Lausanne, Switzerland, proves that political will, mutual respect, and unbiased thinking can play a critical, determining role in creating a more stable and peaceful international environment. The Pugwash Conferences on Science and World Affairs has been and remains proactive and supportive of a negotiated solution, based upon the Non-Proliferation Treaty and other basic principles of international law. We have created a positive space for discussions among all sides in our many Track Two meetings: first to facilitate serious engagement between Iran and world powers and then to find substantive solutions to both technical and political issues. The sincere give-and-take process of negotiation and dialogue are the only long-lasting and workable ways of addressing proliferation concerns. Economic coercion cannot produce positive results in the long run and military threats are generally a recipe for disaster. We congratulate all sides involved in this historic deal, though the work is not yet done. And there may be attempts to complicate or derail that work; such attempts must be strongly resisted. We wish all parties continued success in their ongoing efforts to achieve the final comprehensive agreement by end of June.

As a member of the Canadian Network for the Abolition of Nuclear Weapons, I am proud to also reproduce an enthusiastic endorsement of the agreement by Senator Roche:

The deal between Iran and the major powers is a historic breakthrough on the long road to the elimination of nuclear weapons. It is a milestone in upholding the validity of the Non-Proliferation Treaty, as the most important arms control measure in existence. If it is carried out successfully, it will stop the development of nuclear weapons in the tinder-box of the Middle East. The importance of this verifiable agreement cannot be over-stated. It will contribute to global stability. The Canadian government should give it full support.

3-      We realize that the most shocking element in our letter is the endorsement of Vladimir Putin’s role. We are not forgetting the authoritarian elements of his presidency, nor the rumors of assassination of opponents and journalists, nor his homophobic alliance with the orthodox church, nor the aggressive Russian armed operations in east Ukraine. But the agreement forces us to underline the positive influence by Russian diplomacy, particularly by the minister of Foreign Affairs Sergei Lavrov. Let’s also recall Russia’s crucial role in avoiding Syria bombing, proposing instead with UN Secretary General, the elimination of Assad’s stocks of chemical weapons.

Of course, the British parliament also played an essential role by disavowing the Conservative prime minister Cameron, who was in favour of bombings. All this happened only nineteen months ago, when our occidental medias were all united in propaganda, ignoring the ISIS-Daech-Islamic Army which would have profited from the bombings. Artists for Peace organized on the 3rd of December 2013 in Montreal a press conference by Mother Agnes-Mariam of the Cross, well known for her mediations between warring factions in her country and having the courage to denounce, along with Mairead Maguire the Irish nobel prize winner, the thousands of djihad mercenaries who came from our rich occidental countries to further poison the Syrian civil war. We also mentioned that the quinquennial discussions beginning on the 23rd of April are bound to be rather difficult at the Treaty of Non-Proliferation in New York (ONU)  due to the exceptional occurring of www.ICANW.org successive meetings in Oslo, Nayarit and Vienna, four months ago, not to mention the action in international justice by the Marshall islands: the P5 will certainly be blamed for their inaction in producing results in their engagement to disarm. Where the optimists will salute the reduction of operational nuclear bombs to 16 300, the realists will point at the budgeted renovation funds and will deplore that only China and India have officially renounced a “first use option”, that at least 1500 bombs are on hair-trigger alert, thus stupidly ensuring that their launching would proceed, even before a verification can confirm whether the given alarm came from a false signal or from a malfunctioning electronic device.

4-      Finally, we did not mention Great Britain and France both rather hostile to the agreement, to concentrate on the constructive role by + 1 Germany and its chancellor Angela Merkel. Just back from her peace expeditions to Canada to make sure that Stephen Harper would not convince NATO to bomb East Ukraine, she again put her incredible energy to the service of peace in concluding this agreement. Aware that the last paragraph of my letter does not reflect the Pugwash official neutral position towards nuclear energy, I felt the urge to recall that I was representing Pugwash Canada with four other colleagues at the 59th International Conference in Berlin on the 1st of July 2011, while the Bundesregierung was voting to abandon German nuclear energy. I was bold enough to convince an ex-nr 1 of Mossad to engage in a civilized discussion with the Iranian ambassador to the Viennese international atomic energy agency.

Our conference did conclude on an eloquent presentation by a Japanese scientist about the considerable problems affecting Fukushima after its nuclear station was hit by a tsunami. Feeling confident that some organizations such as les Ami-Es du Monde Diplomatique would distribute our opinion incited me to insert a favorable publicity for the forthcoming World Uranium Symposium in Quebec city, starting on the 14th of April (see  http://www.uranium2015.org/).

Last but not least: having sent Mairead Maguire (Irish Peace Nobel Prize winner in 1976) our opinion about the Iran/P5+1 agreement, here is what she wrote: Dear Pierre, Thank you for sending this to me. This gives us hope in our efforts to rid the world of nuclear weapons and war, this is one more important concrete step towards fulfilling the vision of peace and disarmament. Peace, mairead
